There are Four major tiers that decide the number of unique users you can send messages to in one day. These are:
Tier 1 👉 Tier 1 allows you to send WhatsApp Broadcast to 1000 unique users in one day.
Tier 2 👉 Tier 2 allows you to send WhatsApp Broadcast to 10,000 unique users in one day.
Tier 3 👉 Tier 3 allows you to send WhatsApp Broadcast to 1,00,000 unique users in one day.
Tier 4 👉 Tier 4 allows you to send WhatsApp Broadcast to as many users as you want in a single day.

The only way to increase the WhatsApp Broadcast Limit is by getting promoted to the next Tier. This can be done only if:
1. The quality rating is not low.
2. You need to send messages to at least half the unique users of your current WhatsApp Messaging Limit within a consistent duration of 7 days.
E.g. If your current Broadcast Limit is 1k, you must send messages to at least 500 users within the next 7 days to upgrade your Broadcast Limit & move to the next tier.
Similarly, if you send 500 messages on Day 1 itself, your Broadcast Limit will upgrade to 10k on the second day itself.

The messages sent to users over the limit goes into Enqueued section of the campaign which will automatically be sent after 24 hours. For example, if a business is in Tier 1 category and sends a broadcast to 1500 unique users. In this case, the broadcast will be sent to only 1000 users and the rest of 500 will receive the message after 24 hours.
The WhatsApp Business API clients’ Quality Rating shows the message quality that your customer received in the past 24 hours. It also depicts how well your WhatsApp Broadcast/Campaigns are performing. There are three different quality states:
1. Green: High Quality
2. Yellow: Medium Quality
3. Red: Low Quality
The quality rating entirely depends on how the users are responding to your campaign messages. A good response is considered when the user interacts with the message either by clicking on the CTAs or replying to the message. If there are doing nothing, that is considered neutral. But, if the users start blocking you, that is considered a bad response.
When your Quality Rating goes down, you will receive a warning notification in your Business Manager Account. Once you stop sending broadcasts for some days, your Quality Rating will improve. Try to maintain a good quality rating for a week and your API rating will come back to healthy. But if you still continue to send broadcast, the quality rating will eventually deteriorate and the number will get blocked.
